The Salaries and Remuneration Commission reviews and sets the salary of a Member of the County Assembly in Kenya.

Article 230 (4) (a) of the Constitution of Kenya empowers the Salaries and Remuneration Commission to review and set the remuneration and benefits for State Officers at the National and County Levels of Government.

The Salaries and Remuneration Commission (SRC) undertakes periodic reviews of the salaries of State officers, including the Members of the County Assembly. The Third Remuneration and Benefits Review Cycle that covers Financial Years 2021/2022 to 2024/2025 is the basis for the current salary and benefits for a Member of County Assembly.

Salary of a Member of County Assembly

The salary of a Member of the County Assembly in Kenya depends on whether they are a regular member or the Leader of the Majority Party or Minority Party.

The financial year 2023/2024 runs from 1st July 2023 to 30th June 2024. The financial year 2024/2025 runs from 1st July 2024 to 30th June 2025.

The salary of a regular Member of the County Assembly in Kenya in the financial year 2023/2024 is a gross monthly salary of KES 154,481, which consists of a basic salary of KES 92,689, additional allowances in the form of a house allowance of KES 50,000 and an official commuter allowance, and a salary market adjustment of KES 11,792.

The salary of a regular Member of the County Assembly in Kenya in the financial year 2024/2025 is a gross monthly salary of KES 164,588, which consists of a basic salary of KES 98,753, additional allowances in the form of a house allowance of KES 50,000 and an official commuter allowance, and a salary market adjustment of KES 15,835.

The salary of the Leader of the Majority or Minority in Kenya in the financial year 2023/2024 is a gross monthly salary of KES 191,324, which consists of a basic salary of KES 114,794, additional allowances in the form of a house allowance of KES 50,000 and an official commuter allowance, and a salary market adjustment of KES 26,530.

The salary of the Leader of the Majority or Minority in Kenya in Kenya in the financial year 2024/2025 is a gross monthly salary of KES 204,717, which consists of a basic salary of KES 122,830, additional allowances in the form of a house allowance of KES 50,000 and an official commuter allowance, and a salary market adjustment of KES 31,887.

Salary Market Adjustment is a salary modification that considers the positioning of the salary market. That is, to pay at a level that matches the market average salary for a specific job.

Other benefits for a Member of County Assembly

A Member of the County Assembly is also entitled to additional benefits as follows–

  • Committee Sitting Allowance: A Member of the County Assembly who serves in Committees shall receive a Committee Sitting Allowance as follows–
    • Chairperson: KES 6,500 per sitting up to a maximum of KES 104,000 per month;
    • Vice-Chairperson: KES 5,200 per sitting up to a maximum of KES 83,200 per month;
    • Member: KES 3,900 per sitting up to a maximum of KES 62,400 per month.
  • Official Transport:
    • A Member of the County Assembly shall be provided a Motor Vehicle Reimbursement of KES 2,212,000 to purchase a car of engine capacity not exceeding 1800cc, for official duties as a Member of the County Assembly. The Motor Vehicle Reimbursement shall be payable once in a county assembly term. The member shall bear any additional cost for purchasing the motor vehicle. The County Assembly Service Board shall operationalise the Motor Vehicle Reimbursement administratively.
    • Car Maintenance Allowance: Shall be paid to Members of the County Assembly valued at KES 30,167 per month.
    • Mileage Claim: A Member of the County Assembly shall be reimbursed a claimable mileage allowance of one return journey per week from the respective county assembly office to the respective ward valued at KES 77.35 per kilometre. The claimable mileage allowance is zoned and claimable up to a maximum for the respective Ward as follows–

    • Notes–
      • Based on a year with 52 weeks, the maximum monthly reimbursable mileage is to be determined as follows: (Maximum weekly return journey in km X 52 weeks X KES 77.35)/12 months is the maximum monthly reimbursable mileage.
      • The respective County Assembly Service Board shall ensure that Members of the County Assembly are reimbursed within the maximum reimbursable mileage claim for the respective Ward.
    • SRC shall set any review of the Rate of Claimable Mileage Allowance.
  • Special County Assembly Duty Allowance: Shall be paid per month to specific designated offices in recognition of the added responsibilities, as follows–

    • Notes–
      • Special County Assembly Duty Allowance is paid to Members of the County Assembly whose duties involve added responsibility over and above the duties stipulated in their terms of service for which a regular salary is paid.
      • Special County Assembly Duty Allowance applies to members in the County Assemblies who are serving in enlisted leadership positions. It ceases to be paid when the jobholder ceases to hold the leadership position.
  • Medical Benefit: An annual medical cover shall be provided to the member, one spouse and up to four children below twenty-five years fully dependent on the member, as follows–
    • Inpatient: KES 3 million;
    • Outpatient: KES 200,000;
    • Maternity: KES 100,000;
    • Dental: KES 50,000;
    • Optical: KES 50,000.
  • Retirement Benefit: There shall be two options of retirement benefits for Members of the County Assembly, pension or gratuity, as follows–
  • A member, serving for a fixed term of office, shall be paid a service gratuity at the rate of 31 per cent of the annual pensionable emoluments for the term served; or
  • Where a pension scheme is established for members serving for a fixed term of office, SRC shall review and set the rate of contribution by the employer to the scheme, and any other financial retirement benefits.
    Note: A member shall not benefit from both pension and gratuity benefits from the same public body for a similar period.
  • Group Life Insurance: A member shall be covered for a value equivalent to three times the annual pensionable emoluments.
  • Group Personal Accident: A State member shall be covered for a value equivalent to three times the annual pensionable emoluments, and other benefits as eligible under Group Personal Accident cover.
  • Car Loan and Mortgage Benefit: Shall be provided, as follows–
    • Car Loan: Up to KES 2 million;
    • Mortgage: Up to KES 3 million.
    • Notes–
      • The applicable rate of interest shall be 3 per cent per annum, for the duration of the loan.
      • Members of the County Assembly may access a maximum value of KES 5 million loan for the purchase of a car and/or house.
      • The Car Loan shall be recoverable within the contract term of a member.
      • The Car Loan and Mortgage shall be administered and managed centrally by the County Assembly Service Board within existing applicable regulations to govern the schemes, and subject to the availability of funds.
  • Daily Subsistence Allowance for local and foreign travels: Shall be paid to members of the County Assembly as per the rates reviewed and set periodically by SRC.
  • Airtime: Shall be paid at the rate of up to KES 5,000 per month.
  • Security: Shall be provided as advised by the Inspector-General of Police and shall not be commuted to cash.
  • Abolished Benefits and Allowances: The following benefits and allowances are abolished and cease to be payable–
    • Transport Facilitation Benefit in the form of a Car Grant.
    • Sitting Allowance for Plenary Sessions.

Any remuneration and benefits not mentioned here are not payable unless set later by SRC.
